SchedVerifyXmlFile: can't initialize dtd validate context

Description

The external XML parser reported an error when setting up a new context.

Cause

This is normally a configuration problem or the external XML parser is not correctly installed. It may be also a shortage of operating system resources.

Action

Ensure that the configuration parameters used for the scheduler server are correct and, if necessary, reinstall the scheduler server component and the external XML parser. Ensure that the system where the scheduler server is being executed is not overloaded and that enough free memory is available to the scheduler server process.
