CRS Rules file %s is incorrectly configured (Common/Private spilt)

Description

The CRS Rules file has been configured using a feature that is not supported for the Rules file type.

Cause

This is a user error. The CRS Rules file has been modified manually in the Admin Client properties file editor.

Action

Configure the CRS Rules file content correctly. Use only the CRS Rules editor feature in the Admin Client to store and modify CRS Rules files.
