CRSParseRules: RuleBlockReference contains VLink items but uses a RuleBlock with no VLink target marker

Description

The combination of RuleBlock and RuleBlockReference markup used is inconsistent.

Cause

This is a configuration error or a defect in the Admin Client.

Action

Install a compatible Admin Client and CRS and edit the Rules Graph again before trying to use it.
