CRSParseRules: RuleBlock contains a RuleBlockReference

Description

Rule Blocks that contain nested references to other Rule Blocks are not supported.

Cause

This is most likely a mismatch between the Admin Client that produced the CRS Rules Graph and the CRS components that are using the graph.

Action

Install a compatible Admin Client and CRS and edit the Rules Graph again before trying to use it.
