Description

The system semaphore used to interlock the application with the Server Manager controls cannot be opened.

Cause

The program has been started without the Server Manager. A second copy of the program has been started while a previous copy was still running. There are insufficient system resources to complete the request.

Action

Ensure that the program is being started on a system where the Server Manager is installed and active. Restart the operating system and try to start the application server again.
