WFInit: can't set up routing distribution

Description

The system is not able to determine the queues that have been configured and will not be able to set up routing distribution.

Cause

Configuration error - missing queue configuration, or system inconsistency.

Action

Check that a queue configuration is available and the configuration server has been set up and is reachable. Contact SOFTPRO support.
