Can't load configuration

Description

The configuration information could not be retrieved from the configuration server, or the database connection can't be opened.

Cause

Configuration server is not running, is missing the required configuration files or has not been set up. Alternatively, the database connection can't be set up.

Action

Verify that the configuration server is running and contains the required configuration files. Check that it has been properly set up on this machine and is reachable. Verify that the database connection has been properly configured and the database server is running.
