Description

The operating system reported an error while trying to start the thread used to manage asynchrnonous communications.

Cause

This is normally a Windows resouce issue, for example too many other programs are active in the server machine where the Attach Manager is to be started.

Action

Reduce the load on the machine where the Attach Manager is to be started.
