TCP Message Encryption feature disabled by message blocking option

Description

TCP Message Encryption could not be enabled when configured

Cause

The configuration requests that TCP Message Encryption be used but the message transmission mode is set to blocking and so encrpytion cannot be used.

Action

Correct the configuration to use non-blocked transmissions or remove the request for message encryption.
